At the same time, macroeconomic labor market indicators remain favorable: the unemployment rate has reached a record low of 2.2%, and the total number of vacancies exceeds the number of unemployed by approximately 500,000. Such conditions create prerequisites for adjusting the personnel training system, including planning state-funded admission quotas for educational institutions. However, a significant problem remains the mismatch between obtained qualifications and actual employment: about one-third of university graduates and 20% of college graduates do not work in their field of study. One of the instruments considered to reduce this gap is the expansion of targeted education programs, which currently account for 13% of total admissions; more than 12,500 employers participate in this system. Certain regions already demonstrate positive dynamics: over the past five years, admission quotas in a number of Russian regions have been increased by 5,000 places in universities and by 3,000 places in secondary vocational institutions.

A key factor of uncertainty is the impact of AI technologies on the structure of employment. Despite understanding current employer needs, the government does not possess reliable forecasting models capable of assessing the scale of job transformation under automation. Expert estimates of the share of potentially affected positions range from 1% to 40%, indicating significant variability of scenarios. Under these conditions, traditional workforce forecasting methods, based primarily on demographic trends, prove insufficient: labor demand is increasingly determined not only by macroeconomic parameters but also by the pace of technological renewal that changes labor productivity.

As an adaptive measure, the Ministry of Labor plans to develop AI function reference guides for specific professions by the end of 2026. These documents are expected to serve as a basis for updating professional standards and educational programs, forming the competencies necessary for effective interaction with digital tools. Conceptually, this involves building a new employment paradigm — the “human plus machine” model, where AI acts not as a replacement for the worker but as a tool for enhancing labor efficiency.

From a scientific perspective, the current situation reflects a fundamental shift from forecasting based on extrapolation of past trends to governance under conditions of high uncertainty. This requires revising the methodological framework of workforce planning: alongside demographic and economic indicators, it is necessary to integrate technological variables that take into account the dynamics of AI adoption, robotization, and digitalization of business processes. In addition, the role of lifelong learning and flexible educational pathways is increasing, enabling workers to quickly acquire new skills in response to changing market demands.

Thus, the current stage of labor market development is characterized by a combination of relative stability in present indicators and growing uncertainty regarding long-term prospects. Successful adaptation to new conditions is possible only through the synchronization of efforts by the state, business, and the education system, aimed at creating a sustainable ecosystem for workforce training and retraining capable of responding to technological challenges without compromising the quality of human capital.
